Nurse Practitioners Have Priority in Nursing Education and Loan Repayment Program

The Health Resources and Services Administration (HRSA) Bureau of Clinician Recruitment and Service (BCRS) has announced the opening of the 2012 Application cycle for the Nursing Education and Loan Repayment Program (NELRP). The application cycle will remain open through February 15, 2012. NELRP offers registered nurses and advanced practice registered nurses such as nurse practitioners the opportunity to repay 60% of their outstanding qualifying educational loans in exchange for a two year service commitment at a Critical Shortage Facility (CSF) or an accredited school of nursing. The 2012 program reserves up to half of the award funding for nurse practitioners. Preference will be given based on the greatest financial need, the type of facility, and the mental health or primary health care Health Professional Shortage Area (HPSA) designation. More information is available from HRSA by downloading the complete loan repayment packet.

Home Care Planning and Improvement Act

Almost a year ago, Senator Susan Collins (R/ME) and Senator Kent Conrad (D/ND) introduced S227, the Health Care Planning and Improvement Act of 2011 which would authorize NPs to order home health care services without documentation from a physician. In June, Representatives Allyson Schwartz (D/PA) and Greg Walden (R/OR) introduced HR2267, also authorizing NPs to order home health care. The American Academy of Nurse Practitioners (AANP) has sample letters you may use and/or modify to send to our Senators and Representatives, urging them to co-sponsor these bills. If your Representative is already a co-sponsor (see below), thank them! As of December 22, the co-sponsor status of our New Mexico contingent is:

  • Senator Jeff Bingaman - no
  • Senator Tom Udall - no
  • Representative Martin Heinrich (District 1) - yes
  • Representative Stevan Pearce (District 2) - no
  • Representative Ben Ray Lujan (District 3) - yes

If you don't know who your Representative is, go to www.house.gov and enter your zip code in the "Find Your Representative" box at the top right of the page or download a map of New Mexico showing the districts here.

Report on the Future of Nursing Embraces Advanced Practice Nurses' Role in the Future of Health Care

The recent publication of a joint report the Institute of Medicine and the Robert Wood Johnson Foundation is generating interest and discussion, not only among nurses, but also our physician colleagues. It's exciting to read that many of them are embracing our increasing role in advancing health care in an increasingly difficult environment. A New York Times article by Pauline Chen, MD, discusses the new report, The Future of Nursing: Leading Change, Advancing Health. This report is also the focus of an editorial by Jeff Susman, MD, in the December issue of the Journal of Family Practice in which he maintains that it's " . . . time to abandon our damagingly divisive, politically Pyrrhic, and ultimately unsustainable struggle with advanced practice nurses (APNs)." He urges family physicians to ". . . accept - actually, to embrace - a full partnership with APNs." Go to the Members Only page for more information.
