2021 AANP State Excellence Awards

Founded in 1991, the State Award for NP Excellence recognizes an NP in each state who demonstrates excellence in practice. In 1993, AANP added the State Award for NP Advocate Excellence to recognize the efforts of individuals who have made a significant contribution toward increasing awareness and recognition of the NP role.

Tony Osborn is the recipient of the 2021 AANP New Mexico State Award for Nurse Practitioner Excellence and Gloria Doherety is the recipient of the 2021 AANP New Mexico State Award for Nurse Practitioner Advocate Excellence. AANP gives these prestigious awards annually to a dedicated NP and NP advocate in each state. AANP will honor Tony and Gloria at an awards ceremony and reception held during the June AANP 2021 National Conference in New Orleans. NMNPC will honor them in April during our annual Spring Conference. 


Tony Osbourne, MSN, FNP-BC

Nurse Practitioner Excellence

Tony Osborn is originally from Tucson, Arizona. He started his nursing career at the University of New Mexico (UNM) in 1995 after graduating from the UNM College of Nursing. He worked in Shiprock and Tuba City, Arizona serving the Navajo Nation and has also worked in Gallup and Cuba.

Tony now serves as the Medical Director in a primary care clinic in Santa Fe seeing patients of all ages. He started the Santa Fe Family Wellness Center three years ago and the clinic now serves approximately 3500 patients. Tony specializes in hepatitis C, consulting via telehealth with six clinics in New Mexico. He also began a medication assisted therapy (MAT) program for young individuals beginning at age 16. This program has helped patients achieve one year of sobriety by providing medication and behavioral health with weekly group, individual and family therapy as needed.

Tony is passionate about access to healthy foods and has worked with Farm to Table, Fruit and Vegetable Rx. He has addressed food security issues at home by working to start a coop in his local community in the El Morro Valley.


Gloria Doherty, MSN, ACNP, FNP-BC

Nurse Practitioner Advocate

Gloria Doherty began her nursing education by completing the ASN program at Palm Beach College (Florida) in 1991. She advanced her nursing education with a BSN at Lynn University (Florida) in 1998 and MSN degrees in Adult Health in the Clinical Nurse Specialist program (2000) and Acute Care Nurse Practitioner (2001), both from the University of New Mexico. Gloria is currently pursuing a PhD in Public Policy through Walden University.

Gloria has been a pioneer for acute care nurse practitioners (ACNPs) in New Mexico for many years. She has given expert testimony for many nurse practitioner (NP) issues beginning in 2003 and continuing to the present. Her most recent work has been with the Health Security Act Campaign and the New Mexico Safe Harbor bill.

She recently grew the inpatient advanced practice provider (APP) group at UNMH as a pioneer in the leadership role. There were 26 APPs when she started and when she left there were 150.

Gloria has dedicated her career to policy advocacy, providing expert testimony at the state level and providing information to our federal legislators to improve care and access with NPs able to work to their full scope of practice and level of education and training. Her most recent testimony supported the ability of NPs to be eligible providers throughout the state in all facilities and institutions.
